The tricolor flag of Azerbaijan was first approved by the Council of Ministers of the Azerbaijan People's Republic on November 9, 1918 and was hoisted on the building of the Council of Ministers of the Azerbaijan People's Republic where the meeting was held.

This flag, a monument of the Azerbaijan Democratic Republic, was approved as the state flag of the Nakhchivan Autonomous Republic on November 17, 1990 at a session initiated and led by the chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic, national leader Heydar Aliyev. At the same time, the Supreme Assembly of the Nakhchivan Autonomous Republic petitioned the Supreme Soviet of the Azerbaijan SSR to recognize this flag as the official state symbol of Azerbaijan. On February 5, 1991, the Supreme Soviet of the Republic of Azerbaijan considered the petition and decided to re-adopt this flag as the State Flag of Azerbaijan. Later, the national leader said: “I think that the decisions taken by the Supreme Assembly of Nakhchivan AR had a great impact on the work of the Republic of Azerbaijan, and the Azerbaijani leadership was forced to make several such decisions. This flag was hoisted over the Nakhchivan Autonomous Republic on November 17, 1990, and on February 5, 1991 in the Republic of Azerbaijan.

On November 17, 2009, President of the Republic of Azerbaijan Ilham Aliyev signed an order on the establishment of the National Flag Day. According to the decree, November 9 is celebrated as National Flag Day in our country.
